Does anyone know how to translate JEFE (in a CIVIL REGISTRY)?

there is a seal that reads a full name and bellow the job title that is JEFE.

Is is REGISTRAR OR CHIEF?

I've seen this as (State) Registrar of Vital Statistics (from the Office of Vital Statistics) in documents issued in the State of Florida.
