    Hola Ana!

    "National" podría causar un poco de ruido porque en países angloparlantes como Estados Unidos no tienen un documento de identidad de este tipo. Por eso proponía aclarar el país de origen.

    I think that the translation will depend on your intended audience.

    I am biased to "State issued ID" if your audience is in the US as everyone will have no problem understanding that phrase. It covers passports (US and foreign), state issue driver licenses and plain identification cards issued by any o the 50 states, the District of Columbia and Puerto Rico. You will see this phrase used in many places having to do with travel.

    I guess the best option is to check the context and use one of the options accordingly.
