    and I -GUESS- it means :

    It is the modern french verlan, ghetto dialect for "a nice pic".

    The old verlan was systematic use of inverse silab like "believe" --> "lieve- be" in french : "croire" --> "re -croi", recroi.
    Now, the verlan use to change, and it's more organic, less systematic. For exemple the world "Photo" (for "photographie") :
    1) inverse silab : "to -pho" like old verlan;
    2) frenchization (the end is not pronouced after the tonic sillab) : "To-ph_" then "tof"
    The world "ouf" is also verlan for "fou"--> "crazy".
    But the normal sentense is "Une tof [COLOR=rgb(0, 0, 0)]DE[/COLOR] ouf". The expression "de ouf" is frequent, it means crazy one. (like "un truc de ouf"--> "a crazy stuff")
    So your sentense is "a crazy pic!!" which means "nice pic!"
