Your post really called my attention... I perfectly know what this is and I have seen it hundreds of times in my life but I don't know the name.
I did a brief research over the web and I found many different names for it:
librero giratorio, revistero giratorio, etc.
I think I found a site where you can buy theem (I will send it to you by mail).
