An Associate Program is usually a two-year program at a Junior College or College (you can get more details in Wikipedia).
A Diploma Program is a much shorter program —a year or so—where students take less credits and are less specialized than an Associate Program. These programs can be taken after you get a BA or MA, just to get an introduction and some sort of qualification on a field that can be related or not to your major.
So, in a nut shell, the main differences between them are: the duration of the program, the number of credits or courses required, and the depth of specialization within the field of interest.
