    Aquí va el contexto. se trata de una encuesta en la que varias personas tienen que responder a algunas preguntas:

    Of the four who are undecided, one called himself a fence-sitter only because he has not made up his mind about which initiative to support. Y más adelante está la frase "sit ting on a fence by design, not because we wound up on one".

    sitting on the fence: nadar entre dos aguas

    ...estamos nadando entre dos aguas intecionalmente, no por azar

    Here in Argentina, when there are polls, there is an option for people who are in the following position:

    No sabe / No contesta

    That means "indeciso".

    I agree with Claudio and Reminder, but instead of "nadar entre dos aguas" I would merely translate it as "neutro".
