    Please provide more context. Hoofy may refer to dancing, walking, feet, and possibly other slang.

    Well, I'm pretty sure they mean that the nails were horn-like, resembling somehow the hooves of an animal. Certainly weird...

    He visto "hoofy" como un adjetivo para describir a alguien muy sucio y mal vestido.

    I agree with martin_g. It seems to be referring specifically to his weird fingernails, not his general appearance. I'd guess it means they somehow resembled animal hooves.
