Of the two choices I would use meanwhile.
You are so tired. Meanwhile, he is making a lot of noise.

Thank you Vicente. The sentence implies anger and like irony because someone is tired but other person doesn't care and makes noises. So you still think is correct the second one, or how else could you put it? Thanks

Actually, I don't think I would use either while or meanwhile (unless you want or have to use those precise words). If you don't have to use them, then I'd say:
You're so tired and he is making a lot of noise.
Or change it around:
He's making a lot of noise while you are so tired.
Or can we change it around completely?
For instance:
You are exhausted and he is disturbing you by making a lot of noise.
