    Yo lo traduciría así:

    Es una educación marital (o matrimonial) saludable y multifacética, y al mismo tiempo una iniciativa para fomentar la conciencia pública, dirigida a la población de más bajos recursos.

    Sin embargo, un poco de contexto ayudaría mucho.

    Yo quiero aclarar algo acerca de la frase para traducir:

    is a multifaceted healthy marriage education and public awareness initiative targeting low-income population

    Para mí, el sujeto es "initiative" y las palabras "multifaceted, healthy, marriage, education, and public awareness" son adjetivos. "Education" como sustantivo no me convence. Alguien más puede mirar y comprobar o rechazar mi sugerencia?

    Tienes razón, es probable que la frase sólo tenga un sustantivo, "iniciative", y que el resto de los términos sean adjetivos. Pero la otra alternativa, es decir, "education" e "iniciative" como sustantivos, también es plausible. Por eso mencioné que un poco de contexto ayudaría a entender mejor la oración.
