I never heard of bump-outs or neck-downs, but I could only guess that bump-outs, in reference to traffic, may be another way of saying speed bumps. "Topes" is a translation for speed bumps. No clue on neck-down, I'll do some research.

This is the only explanation I could find. If I understand correctly, it could be the curve, when exiting a major highway, that slows traffic before approaching an intersection.

It could mean when lanes converge into smaller number of lanes, such as a 2-lane highway converging into one lane, when approaching an intersection.
