Scrum is a Rugby formation. No idea what it means beyond that.

Scrum: A play in Rugby in which the two sets of forwards mass together around the ball and, with their heads down, struggle to gain possession of the ball.

Puede bien estarse refiriendo a algo como "esto es casi un disturbio", "esto es casi una casa de locos", "esto es un disturbio en una casa de locos".
