I need help with the translation of this term in the following sentence:

In anticipation of, and contemporaneous with, the Declaratory Ruling, the Comission made immediate payment demands on the company for reimbursement to the Fund and notified the company that it would withhold reimbursements to the company from the Fund.

¿Podría ser "simultaneamente con"?

"En anticipación de, y simultaneamente con, la Demanda Declarativa, la Comisión demandó pagos inmediatos a la compañía por reenbolso a la Fundación y notificó a la compañía que retendría reenbolsos de la compañía a la Fundación."
