    3.923% = .03923
    three point nine two three percent = .03923 = 3.923%

    Christer: Do you mean 3 plus 923/1000 of a percent more (more than 3)? Or do you mean 3.923% (less than one)?

    The figure should be like this:
    Tres enteros= 3
    Novecientas veintitrés milésimas= .00923
    Por ciento= %
    3.00923%

    This kind of numeric expression is not common in Spanish. Engineering maybe?
    This is what I'm used to hearing:"Tres punto cero cero novecientos veintitrés por ciento"

    But then again, I'm only 96.99077% certain of this.

    .00923 = 923 hundred thousandths = .923%

    3.00923% sería:
    three and nine hundred twenty-three hundred thousandths percent = .0300923

    I agre with Mariaklec: the number is 3.923% (I asked a Maths Teacher): number 9 occupies the place of tenths (décimos), 2 --> hundredths (centésimos) and 3 --> thousandths (milésimos).
