The sentence:

La UCLA efectúa el primer desembolso dotacional para atender al funcionamiento corriente de la Institución

and my attempt:

The UCLA carries out the first collectioning payment to take care of the current operation of the Institution

Context please. This could mean many things.

UCLA distributes the first payment... i.e. they receive the money and send it to the proper places
UCLA makes the first payment for equipment/resources... i.e. they pay the money for the resources

I think dotacional could refer to either the distribution of the payments or the resources that the payments are for.

Notice UCLA without "the".
