The meaning of chapa in that phrase is figurative not literal.
It could refer to census strata.
You'd need to provide more context to make a better guess.
Catastral= cadastral.
Para un dibujo de propiedades con una descripción para registrar al palacio de justicia, usamos “plat”. "Cadastral" es una palabra nueva para mi, y vendemos propiedades. (Y soy viejo).

Sorry, Coty, there is no context because this is not for a translation. I just read the word in Spanish and I realised I didn't know the equivalent in English.
So, Gernt, I suppose "cadastral" is not frequent.

Sabes que aquí con lo de la dictadura hay muchos problemas con la propiedad privada y todo el mundo tiene que hacer gestiones en la oficina de catastro. La palabra ahora está de moda jajaj
