Yes, that looks good, except for:
>>...may not hire...<<
...no puede contratar...

¿Por qué no sería "está prohibido contratar..."? A mí me parece es un orden.
I find that prohibido is a bit too strong.
Maybe ...no podrá... is a good option instead of ...no puede...??
Another way could be rearranging the whole sentence:
Además, no le está permitido al titular de la licencia contratar a los consultores del contribuyente

I don't understand waht you are trying to say in that sentence...perhaps que es una orden meaning imperativo?

Yes, that's what I was trying to say: it seems to me it's an order. Even my English gets slurred right before bed. I promise it won't happen again at least not until the next time. And the original could indicate possibility. "May" and "can" get interchanged for some unfathomable reason - in the New World, anyway.
