So much the droplet hits the cement that a hole has been opened.
I think that it's a metaphor about a small thing/fact (like a droplet) that is repeated many times and finally causes damage to a solid/strong thing (like cement).

I am not sure that you can use "Both" in that phrase, Tanto means "Both" but in other context, in this context Tanto means "So much".
