Can someone translate this phrase for me? i received it as an email, might be part of a joke

I think that it's a metaphor about a small thing/fact (like a droplet) that is repeated many times and finally causes damage to a solid/strong thing (like cement).

The above phrase means:
Both have been given the drop in cement, which has opened a hole.
Not sure in which context this sentence has been used.

I am not sure that you can use "Both" in that phrase, Tanto means "Both" but in other context, in this context Tanto means "So much".
