I asked if a friend coould give a message to someone and the reply was:

Si yo se lo digo. Does it mean: if I know I will tell, or does it means If I tell them in the first place?

Probably, the message is:

Yes, I will tell them.


However, your friend forgot to put a comma.

So there is no chance it could mean "If I tell them at all" meaning that they won't tell them.

The only other meaning I can see is that of a conditional sentence: If I tell them so, ....

"Si" without accent means "If".
I don't think that "se" means "know" in this phrase, "se" is an auxiliar for 2nd or 3rd person.
Then I think this phrase means "if I tell you" or "if I tell him/her".

"Si yo se lo digo" might be:
- Sí, yo se lo digo - Yes, I´ll tell him
- Sí, yo sé, se lo digo - Yes, I know, I´ll tell him
- Si yo sé, lo digo - If I know, I´ll tell him
- Si yo se lo digo... - like an incomplete clause - If I tell him...
