oh and adding the neither " the current legalization do not ongoes opinion, of neither shape nor depth" suena bien? hay algo que me parece too over the top. ayuda esto lo tengo que terminar hoy

The present legalization does not imply any opinion,
neither in shape nor in depth.
... is what I would say ...
but legal documents may have special expressions that I am not aware of.
(I'm doubtful about the second part "neither in shape nor in depth")

I think we usually say "neither of form nor substance", but what the heck is "colleva"?

The subject legalization (document) bears (offers) no opinion, neither expressed nor implied. thats what i have so far but I like that "neither of form nor substance" Thanks man.

If you insist on using "neither of form or substance"
you could use :
"The present legalization does not imply any opinion, neither of form or substance"
I think that's pretty good too.

Don't say "legalization." That doesn't mean "document" in English, it only means "the process of making something legal" (something like "el acto de hacer una conducta legal" o "acto de acordarse legalmente"? no sé.) Don't use "legalization" it to talk about a piece of paper.
