I would suggest "the court that handles the complaint". I tried. I can't find it in any dictionary.
How about "The court that handles (or is processing) the case"?

We really don't usually refer to "the court", because, if it is an insurance matter, the kind of court is already decided. You hear more often "the judge who is handling the case".
