    Encargado de seccion.

    Head of production department/ production manager

    Is correct?

    department head
    o
    department manager

    No especifica cual seccíon.

    Yes, I think there is no standard translation. It could be head, chief, manager, or nothing at all, for instance: "packer" could be "embalador" or "encargado de embalaje", just to give you an example.

    I have never heard "competence manager" before. (I'm a native speaker of English.)

    How about
    Production Plant Department Manager
    Production Plant Section Manager

    You can substutute head/chief/coordinator etc. for manager
