This textually says:
"Hello, howareyou; last time I haven't recogn"
I guess he/she wanted to say
"Hello, how are you; last time I haven't recognized you" even when it's a weird expression even in spanish

do you think it could also be translated as...
"Hello how are you for the last time, I don't know you."

Poorly, badly written Spanish.
He/she must have meant: "The last time I didn't recognize you".

Hola, qué tal. Por ultima vez, no te he conocido.
Hi, how are you? For the last time, I've never met you.

No, I think that the first translation is the correct one... It makes more sense... Although, it depends on the context!
