are not the same. The first describes a procedure and the second is a command or instruction.

So, some context would help in translating all of the phrases.

Usually though, "se" is translated as either a passive (more formal) or as an "impersonal you" construction (less formal).

Se obtiene el valor de.... =
The value of... is obtained,
you figure out the value of...

Se leen los parámetros asociados a... =
The parameters of ... are read,
you read the parameters of...

Si no existe precio definido para la fecha se asigna el valor .... =
If a definite price for the date doesn't exist, a value is assigned.
If a definite price for the date doesn't exist, you assign a value.
