The only one really empty is the one and only on the Chattanoga (sp?) river, that every body and their neighbor (literally - Alabama and Florida) have to get water from.
Don't believe me, but just go to Google Maps and get a bird's eye view of Atlanta, GA. You can zoom into the hundreds of ponds and (frankly) lakes. These are not small bodies of water!
