Source files from the web developer are definitely the best way to do a good job! Unfortunately, clients are in between you and the developer and it often gets quite difficult to get them. Besides, many times prospects or clients approach you just to have a ballpark figure for their marketing budget before moving forward with a specific request. And last but not least...requests frequently come from marketing and advertising agencies and not straight from your end-client.
