A CAT Tools is a software used for translation. CAT stands for "Computer Aided Translation". It helps the translator in a lot of ways, dividing the document into segments, creating Trasnlation Memories to keep track of what you translated and HOW you translated it, and create Glossaries.

The only one I´ve heard of is MemSource.
Surely you've heard of Trados? I believe Mox calls that Crados...
