    In the US it means to ruin somebody financially or strip them of all their money or assets.

    A lawyer could threaten to "take you to the cleaners" by getting all your assets in a lawsuit. A wife will often take a husband to the cleaners in a divorce.

    In gambling it would mean losing all your money on a bet, to be cleaned out, taken to the cleaners.

    It applies to any situation in which you lose everything.
