Does anybody know where Tamil is spoken? Do you know if there is anything to take into account when translating into Tamil?

I believe this language is spoken in the north of Sri Lanka, if I remember correctly.

It is spoken in the south of India and the north of Sri Lanka. So, an Indian translator should do it. You could try with a Singaporean translator as well

Tamil is speaking southern part of India. It is one of oldest langauge of India as well as this was the first langauge to be conferred the status of classical language.
