This sentence does indeed make sense: None of the offices (subject) attribute (verb) the office holder (indirect object) any more functions (direct object) than (word used to make a comparison) those....... (subject in a passiv form).
The original (Spanish version) one says: ningún cargo (what is meant with "cargo"? a position? a charge?) .... Constitución (singular) y (and) leyes...
I think a billingual lawyer can translate the sentence in the best way. (Even in Spanish the sentence has a peculiar structure.)
