encamisado = encased (some times sheathed).

I agree with you...because, they are talking about a tube covered with a metal mesh, which serves like a reinforce and provides extra protection to the tube..

I think, am I right?

I was referring to the mesh they in Hernia sx. I think that word would also work for that
