It sounds like a .Vélo-Tout-Terrain format, you can use it anywhere!
More seriously, it's not that different from .srt.
Here are the main differences:
WebVTT's first line starts with WEBVTT after the optional UTF-8 byte order mark
there is space for optional header data between the first line and the first cue
Timecode fractional values are separated by a full stop instead of a comma
Timecode hours are optional
The frame numbering/identification preceding the timecode is optional
Metadata frames identified by the word NOTE can be added
Only supports extended characters as UTF-8
CSS in a separate file defined in the companion HTML document for C tags is used instead of the FONT tag
Cue settings allow the customization of cue positioning on the video[6]

I've never tried.
In case it doesn't work, you can always save it as .txt and upoald it to memsource. However, you would have to check how to go from .txt to .vtt . This way, the .txt format would just be an intermediary stage. Let me know if there are txt>vtt convertors. I'll look it up myself too.
Well, there are a couple of online conversors, but I'm not sure if they are reliable or not... maybe there is a conversion program we can download?
I think you can open it with Google Chrome, and copy/paste it into txt.
This .vtt format's real name is Webvtt. Indeed, it's a web extension. Here is the complete definition:
Text data file saved in the Web Video Text Tracks (WebVTT) format; contains information about a web video, such as subtitles, captions, descriptions, chapters, and metadata; does not contain any video data.
