Hey, Robert20.
Any certificate is a very formal document you will need to show to legal authorities. That is the reason why you should get in touch with a translation agency.

If you are going to translate it to portuguese, you will probably have to "relay translate" it into English first, given that it might be hard to find a portuguese native speaker that translates japanese.

And if it is just for understanding purposes, there are many machine translation engine out there, such as Google translate, to help you. Although the quality may be questionable lol.
I only know Chinese so it is out of my expertise
